Intermittent problems are going to be HARD to diagnose. On your relay board, in the engine compartment, there is the round fuel pump relay, but also a fuse for the fuel pump and heater blower motor....

If I remember correctly, the old Neon ACR's were really stripped down cars with suspension upgrades from the factory.
