Cleaned the grounding strap, checked for pinched wires (couldn't find any). Now the solenoid clicks on with the starter switch, but does not engage the starter. Do I need a new starter?

Okay, so I replace the fuel line on my '80 SC turn everything on and it starts. Then replace the grommetts, the boots on the shifter rod out the back (b/c they are torn) and the floor board.
