Sounds like mixture along with a burnt exhaust valve.
Think about this, you are detonating exhaust mixture in the pre muffler. This takes two things gas and fire.
Are valves adjusted correctly?...

I will try to figure out the wiring harness and see if I can hot wire the actuator. If that works than only thing left would be the cruise module and possibly the speed sensor...

How do I check the actuator. The linkage to the FI is ok.
Just didn't see a vacuum type of hook up, is it a servo (electrical motor) type...
