OK I figured it out. The loose red wire goes into the lowest fuse terminal. It is combined with another red wire at that terminal. It works the heater blower motor in the engine compartment.

Your car seems to have four wires running to the box with the red wire/black stripe connected to the lowest fuse - a yellow 5 amp.
But I only have three wires and no 5 amp fuses…...

Thank you JBell. I did what you suggested and ran a new wire from the Tach housing (used an existing screw on the back of the Tach) and grounded it to the car. Boom, all the lights started working....
