M030 springs

I just got a 2002 996.2 with 19,000 miles. Can I put m030 springs on the stock struts and shocks without using the stiffer M030 struts and shocks. I don’t want to make the ride too harsh.

Not recommended at all. With lowering springs the stock bilstein b4 will not operate as designed, and you will also damage them over time. A lot of the time what people feel as stiffness is really just poorly set up damping, and by doing what you asked about, you will need up the damping. Get yourself some high quality coilovers. An alternative to coilovers would be koni sport shocks, that are designed for your lowering springs, but is twin tube design, and has adjustable damping. Twin tube shocks like the koni sport are generally better for road use than high pressure single tube coilovers, they're more compliant.
