Headlight woes

I have a wonderful 2000 996 Carrera 4 with 32K on the clock. My problem is with the headlights. I turn on the lights to the first click on the right and only get the dirverside lamp on very low and no right side light on. Then when I put the switch on all the way to the right, the left lamp is dark and the right side is on. Note that the high beams on both sides work and the fog and signal lights work just fine. I have changed the bulbs and checked the fuses but no luck. I have the standard lights and not the litronic lows. Any ideas?
