Headlights out

On my '99 996 both headlights went out, one then a week later the other. There seems to be some sort of "survival mode" that puts out a bit of light--enough to be seen but not enough to drive by. High beams work fine.

I went to replace them but it seems like to access the headlights I'd need to put the car up on a lift, get the front wheels off, and remove the plastic covering in the fenderwell. Is this the only access?

no need. There is a tool in your kit that is shaped like an "L". You need to remove the interior trim and then pull the little rubber plug. Stick the tool in there and twist. It will push the headlight out.
