headlight adjustment

On my 2002 c4s, for headlight adjustment, the owners manual takes me to the trunk where ther should reside two adjustment screws, one for the fog lights and one for the headlights. The problem I have is that there is one, according to the manual, for the fog lights, but the one adjustment screw for the headlights doesn't exist. Behind the appropriate cover is nothing. What am I missing?

just a guess, but don't the xenon headlight self adjust?
point towards a wall and turn on the head lights before switching the ignition on.
when you turn the ignition on the headlights beams should move down and then up.
