Tailpipe brackets

While troubleshooting a "buzzy" right rear tailpipe I noticed it appears that the bracket that helps support the actual tailpipe(not the chromed part) appears broken from the tailpipe. This is the bracket that is clamped on to one of the cross pipes(cat?) and the tailpipe end appears like it should be welded to the tailpipe. Both side appear to be sheared off. I have looked in the Bentley book and on-line schematics to no avail. Car is a 2005 996 C4S and pretty sure it is stock exhaust.. Questions: should this bracket be welded to tailpipe and if so can it be welded back on without killing the electronics?
Pics are poor but represent both sides and a reference pic to show clamp end of bracket.
