318ti failed smog

My '95 318ti recently failed a Test only smog inspection. The car has 240,000 miles on it, and it still runs incredibly well. What would be the first plan of attack to get it to pass? I was thinking that replacing the O2 sensor and having the mixture checked might help along with new plugs and filters.

Sounds like a good start. Did they give you a print out of what the levels are? Did you fail just by a little bit? Usually one fails from having too much unspent fuel in their exhaust. New plugs, filters, and a fresh O2 sensor should help. If it still fails, it might be time for a new catalytic converter

It passed the 25 mph test fine, but it failed the 15 mph test.

The readings were HC 181, CO .51 and NO 1685. The HC and NO were more than double what the passing numbers should be. Don't know if this is worth trying to fix or not.

Yeah, sounds like you are just running a little rich. Double the numbers really isn't that bad, especially since the requirements are pretty low. I'd get the new plugs in, check the O2 sensor, replace the filters, run some fuel injection cleaner through it, run it for a while... get it nice and hot, then take it in for retest.
