Fault code- VANOS system, now what do I do?

Hello. I am new in this forum and I am a DIY beginner!

My "engine check" lamp is on and off for more than a year. A year ago, I took to the garage and they told me there is nothing wrong. I went to the Smog Test station and they told me I failed the test since engine check lamp is on! (I didn't know it's a big deal here in CA...)

So I followed the instruction to read the fault code.
- Okay, gave me 1266 fault code. According to the instruction on this website, the engine lamp should go off after it gave me all the codes. But it kept giving me the same code more than 8 times. (I was sitting there like 10 minutes watching the same code over&over.) The lamp just kept flashing the same code. What's wrong with this? Do I wait until the light goes off anyways?

- How can I fix the wiring or relay?

- The mechanic told me to give me the computer diagnostics for $65. After I read the code by myself. Is it still worth going to the mechanic?

- The light in up-right cornerof the dashboard is dimmed. How can I fix this?

I greatly appreciate your help. I am sorry if I am asking stupid questions... But I have no clue.

what about your O2 sensor on your exhaust. whats the
mileage on the car.
