No power and a 3,500 RPM limit??

Is there any technical minded that can come with a suggestion, as to why my E36 318ti has very little power and can only rev to 3,500.

Other symptoms include: Hesitation, worse when warm.

I have changed the O2 sensor, but with no change.

Any suggestions would be much appreciated.
