BMW Roundel fail emission test

I had my car schedule for emission test here in Hartford but the result turn out disappointing because I had the car ready for emission, I did all the tune up myself. Here is the result it says; HC high (double) limits 120, emission 243 result: FAIL. CO high (triple) limits 0.64, emission 1.95 result: FAIL and the NOX limits 1400, emission 22 result PASS. I went to (2) different repair shops, the first guy told me i had a vacuum leak causing it to be rich and its gonna cause me about 6-7 hundred bucks to have it fix. Well, lets see what the other guy says, he said that i had to add fuel injector into the gas tank to clean the system and he needed to replace my O2sensor, and thats gonna cause me around 250 bucks. Phew! I'm confused because the other guy said different things, now which is which? and what are those figure result from my emission test that fail? any ideas and suggestion will be greatly appreciated...thanks guys!

They dont know what the problem is, they are guessing.

O2 sensor is a reasonable guess.

Fuel injector cleaner is very unlikely to help.

Yes, I think you are right Jeron. The result of my emission says that my o2 is fine but still they wanted to replace it. My other option for fail emission maybe the ICV. Is there a way to test the ICV if its busted or not working right? and also to replace all hoses related to vacuum. thank for your reply appreciate it.

My '92 did the same thing. A new O2 sensor cleaned it up very well.

I just did my California Test Only Smog Check after failing it 3x. My car was giving me an OA on the Peake tool (86 dollar on Ebay) which is Emissions Labda Controls or O2 sensor. I replaced that 2x, no luck. After reading many forums, I found out that my Air Intake Boot was cracked at the bottom of it, so I replaced that. My car had to be warmed-up, then turned off, so I can turn-on and off the ignition key without cranking-over the car for the fault to go away. It passed emissions, but now I might have a computer logic problem or an electrical fault.
