The arrow on fuel filter is pointing to the front of the car. Could I have a bad relay? Car had been driving sluggish. Gas pedal to the floor and would only drive 30-40 mph. Fuel filter was original part. Also changed oil and oil filter. No way to check codes. 99 bmw 328i

If you suspect a lack of fuel pressure. I would perform a fuel delivery system test. Check fuel pressure, volume and quality.
