I have a 2000 BWM 323ci..... When I attempt to start the car the starter does not turn over. The battery is new...... The dash lights and the headlights strobe on and off and there is a click click click sound....... Please advise.........

Sounds like a voltage supply problem. I would test the battery to start, even though it is new. Then voltage drop the battery cables and connection at the starter.

Check to make sure your grounds are good too. I would remove any grounding bolts and clean the attachment points.
