My e46 1999 328i isnt working after i repaired my fron rack, since it was leaking, it crank, but donst start, seems like it dosnt get fuel, so i tested the connection to the fuel pump, and i found that it gets voltage, my battery is low so i had a reading about 10 Volts, and i could read it even with the key out, that is strange, i didnt need to turn the key to position 2, pump is always on, is that all right? i suspect my pump to be broken, because its not vibrating and getting voltage, also the car was very low on fuel, that might have clocked the pump.

If the pump is received power and ground, yet not turning on, it is likely faulty. i would start there.
