BMW X5 3.0i M54 Vanos seals is new, cps intake is new and solenoid new, and still a loss of power in 5th gear little bit hard shifting but better then before on power and shifting, got code 67 DME: VANOS inlet camshaft, end position not reached. can it be the exhaust cps? or the vanos seals that have an brake in period?

Unlikely. it would set a different fault if the sensor was the issue. I would assume the timing is off due to VANOS repair or worn VANOS. Seals have no break in period.
