In California the plastic license plate covers are illegal. California vehicle code section 5204(e). The part of the plate that you are allowed to cover with plastic is the year sticker to prevent theft.
It is only a fix-it ticket. An officer can make it a fine and fix-it by filling out a 40610 affidavit.
