My wife was attacked and bitten by a neighbors GSD's. Was not really the neighbors fault. Gardners had neglected to close the gate to the yard when they left. Owner came home and not thinking to check, cause really who would, let the dogs out back where they promptly ran through the open gate and found my wife out for a walk.
My mother had the best way to handle neighbors who let their dogs run loose.
We had a 225 lb male English Mastiff.
If my mother had an encounter with a loose dog she'd go knock on the door, introduce herself and our dog and politely inform the neighbor that if their dog came after ours she would drop his lead so he would be able to defend himself.
They'd take one look at him and you'd never see their dogs out again.
