You can drill out the spot welds, or grind it off flush with the longitudinal. Or if you take a sharp cold chisel you can get under the edge and cut the welds, then you don't have any drilled holes in the long. Chances are you'll find rust in the long but maybe you will luck out and won't have any. You should use a rust converter for any surface rust, then prime with epoxy primer or brush on POR15. A flap disk on a grinder is a good tool for cleaning the surface with. If it's rusted through you should cut out the rust and weld in new metal to do it right.
