Here is the key. If she did not have a car, then she does not need insurance. If she had a car and a license and did not have insurance you are f**ked.

So, call your insurance company and say "my wife just got a license and I gave her a car. Obviously, she did not drive previous to this....thus had no need for insurance." Then you'll be all set and she will receive all the discounts you have. There is no penalty for not having insurance if you didn't have a car. However, if you have a car a license and no insurance and claim it was in storage....you're still out of luck.

This is what I know from being an Insurance Agent in Colorado. Maybe a little different where you are but I doubt it.
