Joe,
Those are race cams and as such, they make power between 4500 RPM and 7800 RPM. Frankly, thats an excellent powerband for a competition camshaft.
You can advance the cams a little bit (depending on your piston-to-valve clearances) for a little bit more low-end torque, however this isn't going to net you 20 lbs-ft where you want it.
If you spend minimal time below 5K, this shouldn't matter.
