I'd say it was a dog problem.
Maybe they could have put down the rescue?
Who else would want the dog with full disclosure?
They tried to provide the Shepherd a home,
they did this for a dog people didn't want.
Perhaps they could have put it down when they first got it?
Is that your suggestion?
