If it is happening all over the vehicle then I doubt it is accident repair . It sure looks like the paint is not adhered to the primer . I would suggest taking it back to where it was purchased if possible . See what they have to say , be polite and no confrontation you are trying to get facts. Also see if there are any recalls or service bulletins regarding paint issues on that year and model . Maybe stop by a local body shop and see what they have to say . Good luck
