Damage to new cars in transit is very common.
Virtually every manufacturer has a full body shop at port of entry to fix damage before it gets to the dealer.
Dealers fix stuff that happens between the port and their lot.
I can't imagine anyone would have repainted an entire car.
If it showed up at the dealer needing a repaint they'd likely reject it.
Even though they have their own shop it's still going to cost them in time and materials.
The only way I see it is if something drastic happened at the dealer lot that their insurance did not cover.
Not saying it's not possible, just seems unlikely.
