The last time I used Costco, I had the same issue.
PLUS the manager was IGNORANT and DISRESPECTFUL.
He became incensed when I proved that my wheels were in fact 7" when he had incorrectly measured them at 8".
I had a Panorama in my car to show that in fact 911s used 7 and 8" wheels.
I can share other stories, but at least in San Diego at more than one location, I am not sure what they were smoking.
I have said it before, if you go to costco for tires, you will regret it.
