On the mid to late 80's GM cars there was a delamination issue of the base and clear. Unlike the Honda scenario, the primer was usually good.
My sister and I stripped her 198X mid-size Chevy with Windex and single edge razor blades. Still a couple of long days to get to the point of prepping for new BC/CC.
That said, this situation is a shame. My sisters car was 20 years old. The Honda probably cost well over $30k.

That was an issue for just about every metallic paint on the planet back then as well. New regs and a change in the formula resulted in a lot of paint peeling off cars. Some just with a pressure hose washing them.
