It looks to me like the stud is sheared off, so the knob has nothing to screw on to. Unscrew the knob on the other seat and compare.

If you need to remove the seat back to work on it, unscrew the big slotted head bolt on the outside mounting point and you can pull the seat back. Careful not to strip the bolt though. On some cars they are a ***** to remove.
