How well does the seat move when it is working?
Grease in the seat motor mechanisms is probably pretty crusty by now. Might be blowing the fuse because it's pulling too much current trying to move around.
Might also be that the re-welded seat support is obstructing the movement of the seat somewhere and binding it, causing the fuse to blow.
Or maybe the wiring the PO used to extend the seat power wires (if they had to) is hokey.
