You might try Jongbloed Racing Wheels as they are in the bay area, if they don't want to do it they should be able to recommend a shop. Pelican "rgofast" used to restore and sell vintage BBS wheels here, I believe he was in Santa Cruz, might drop him a line. The powder coating will depend on the curing temps, if it's too hot it can anneal the magnesium and you'll lose strength. paint would be safer. You will need to find a good shop that is familiar with race wheels. They need to mask all of the mating surfaces (flange, hub face and inside diameter, lug holes, etc) and properly torque them. A bad shop can ruin a set of wheels easily.
