My wife had a similar issue.  You set it up to use the cloud, but then all of your devices seem to sink both ways (up and down) with the cloud.  I'm sure it's BS that Apple uses to try to get folks to buy devices with more/max storage.  But to me, if I'm using the cloud, then it should be 
saving me local storage space, not exacerbating the problem because now all of the crap on all of my devices are local on every device.
I think for my wife with her old phone, I uploaded all pics, turned off icloud for pics from her phone and then deleted all of the pics from her phone.
