I'm pretty sure that's the plug for the air metering plate adjustment screw. If you look in the hole and see a little allen head or similar adjuster, that's what it is (do not mess with the adjuster).
All you need to do is find a little bolt that screws into the threaded hole ok, and put a little o-ring on it so it seals (important that air only gets into the system via the metering plate) and you should be good.
