Either from my late stepfather's accumulation of fasteners or from a collection I purchased from a friend who was liquidating her late father's stuff. The second collection included a metal cabinet with drawers filled with all kinds of fasteners. I'm sorting through some of this stuff and always wondered what these things were.

This is what I was first thinking - something to do with fencing because of the little wire loops. But it could be something else meant for outdoors. I just don't have a clue what though.....
