First thing to do, check that the fans work. After 35 years or so, it is not unlikely that the fans no longer function. Remove the fans and their shroud from the car, then apply 12 vdc to one side of the connector and ground to the other side. The fan should turn fast with a loud rush of air. (Danger: you could lose a finger if you are not careful). If both the fans work, then you are looking at an electrical problem. You may wish to install a switch and a relay to turn them on from the cabin.
