To answer the OPs question, the 2009 introduced the PDK and yes the launch control is part of the sport chrono package.
I previously had a Carrera S 997.2 with pdk sport chrono and it was ridiculously quick. Launch control is nothing short of amazing and shifts between gears are faster than humanly possible. The only downside with the pdk IMO is that it seems to be a part that cant be serviced or repaired it it ever goes out. Porsche just replaces the box at a tune of $25k plus.
The flip side is you'll never miss a gear!
