From the factory the spring plates were set at the bottom of the range
So if the previous owner lowered it they had to re-index the TB
At that point they should have left the adjustment mid-range for fine tuning
The adjustment may raise it a bit but trying it is the only way to find out where you are
Just scribe a mark on the spring plates for reference
