I went through the same experience with International key supply. Eventually they approved my account because I have a business.

Although by the time they got around to that I had the doors re-keyed anyway. I purchased brand new door handles for Project Heavy Metal and between the old handles and new ones I was able to shuffle the different wafer sizes around and get my new handles keyed to the ignition key.
