I am far from knowledgeable about distributors, but I do have an 83 US-spec SC with dual port vacuum can and have spent countless hours reading Pelican threads (have also stayed at a Holiday Inn).
My understanding is that the retard function is emissions related and that disconnecting it has no effect on performance and will cause the car to run slightly cooler at idle (my further understanding is that it only retards at or near idle).
I disconnected mine and plugged the line coming from the throttle body and the port on the distributor a couple of years ago for the heck of it and have noticed no ill effects, so maybe you can rebuild yours with the advance only can? I was referred previously to Aaron Burnham for this type of work by Supertech. I can't find his number, but I think Supertech could probably give it to you. PK is an awesome business, but in my experience they're generally too busy to talk hypotheticals with customers and trouble shoot - more just a "no we don't have that and we only rebuild to factory spec" (not a knock - I'm sure they're hit up with multiple random questions and what-ifs on a daily basis).
The only potential downside I could see would be it's no longer factory correct and it may hurt on inspection depending on how strict Florida is. I don't think it would impact performance though.
