Yes, the current flows inside the conductor. However, at high frequency's in the radio spectrum, the higher the frequency will cause the current to flow on the surface of the conductor.
I cleaned all the ground points in my 928 and replaced the ground strap from the battery to frame. It had developed internal resistance. I would suggest replacing that strap.
