I believe Ruf gets body in white and builds cars from them. I believe Ruf ALSO gets full cars and builds them, maybe that was back in the beginning. I also remember reading that if you had a 911, you could send it to Ruf and they would "upgrade" it. I don't know if they change the VIN in those situations, but that's also possible.
I suspect the VIN plate is added to the body early in the process, which would explain the crossed out Porsche VIN.
