I also drive a Guards Red 911 thru Manhattan Beach a lot. Between the Valley and Redondo I measure the commute by how many times I have to hit the horn to avoid an accident. By how many drunks or sleepers (cell phone/makeup/newspapers) I have to avoid.
What Sonic dB describes has become part of Southern California driving. It doesn't happen exactly like that (but close sometimes) in Las Vegas, or when I am driving the 944 or Mercedes. The road between Vegas and SoCal is a different type of problem (felony truckers), but the CHP has done their part out on I-15, and it is getting better.
Unfortunately, the police can't be everywhere all the time. It is why I use the 911 cell phone at the first sign of trouble. If there is a report of the offender, the officer that pulls that person over later, or as a result of the report has the discretion taken away from the officer. The officer will not give them the 'benefit of the doubt.'
