Nothing in IL with the exception of emission testing but I'm not sure that testing is statewide.

Europe has them. I was in Germany a number of years ago and a colleague of mine who owned a car changed the summer tires to winter tires for the winter months. He told me that if he was in an accident during the winter with summer tires, he would get fined heavily. Nice idea I thought, but I don't think that would work in the states.
