not sure on 79 but on other years the headlights are operated electrically through a motor right near the lights - motor is about the size of a soup can - should be covered with a rubber case to keep water out - if you remove the rubber and turn the knob on top lights will slowly go up - be careful as sometimes once it starts moving something connects and motor operates - don't want your hands in the mechanism - i would start by seeing if that motor is getting power with switch on - fuse? bad connection? - i know the 79's had some vacum operated stuff (door locks) - maybe the headlights too? - if so hook up the tube that's broken and see if that does anything - good luck
