There is a very high percentage is you are involved in an accident with a bike electric or not, you are in a world of hurt.
E bike caught on sidewalk, or doing stupid **** at speed, confiscated, huge fine and goes on one's driving record. for kids under age, parents get the huge fine, and kids will not be able to get their lic until 25. That will stop it some.
