It appears to have been stopped on its path in a step related to "appropriations," which can likely happen in any sausage-making process.

It appears that if this is true, it is only true for this year's session and in the form at the time it was stopped.

If it was stopped in "appropriations," one might find some related analysis information on gubment web site.
