Hi,

I assume you're talking about the little rubber ring between the two pulleys ? if so then I think it's there because the pulley speed is different between the 2 belts. One is for the alternater the other one is for the fan. If I recall correct the CUP way is to have only 1 belt is to lock together the two pulleys on the fan/alternator, and then replace the lower pulley with one that only has 1 groove.

There is a switch on the 2 belt/pulley solution that detects when the fan belt breaks.
