Sounds like a lot of the usual CIS stuff. Check the cold control pressure, vacuum leaks, mixture, plug wires, etc. Sounds like you are too lean. Also check to see that the distributor rotor turns easily and springs back.
Is the airbox popping the popoff valve?
How old is the gas and fuel filter?
Hane you checked the injector spray pattern?
Have you checked to see if the popoff valve is reseating itself correctly?
