You can test the fuel head by volume testing how much comes out the control pressure circuit, s/ be 160-240 cc / minute. Timing the engine as you did sounds iffy- you should have 26-28 BTDC at 4,000 RPMs. If your car sat, the dist advance mechanism can freeze up. Make sure you're advancing. I'd also rule out your lambda system ECM by disconnecting the O2 and tuning to 3% CO. Most guys leave it right there.
