993 Porsche factory re-conditioned car?

I am looking at a 1997 993 that was purchased in Germany by its current owner. It was built as a US spec and the VIN numbers confirm it to be. It is purported to be a former Porsche exec car, driven, and then 're-conditioned' at the factory. The miles were 'zeroed' out, and Porsche issued him a Manufacturer's Certificate of Origin in 2000 - the car never having been titled. It was successfully brought to the US and with the MCO, titled for the first time here. Anyone every heard of such a thing. A local Porsche dealer has gone over it head to toe and finds it to be an exceptional example, but can't locate any 'history' on it in their computer. I have NO reason to suspect any funny business with the owner - he has been very upfront about its origin, etc. ANy thoughts would be appreciated.
