Speaking as a 19 year old myself, in some respects I think it's too late to do much about this girl. If at her age she hasn't learnt responsibility and isn't mature enough to accept the value of things (e.g. a car) and 'say no to drugs', then something radical is needed. Those are the sort of things that a child should be doing from the age of 13 at the latest.
I suggest drug testing, revocation of licence, and a mandatory 10% improvement in her school results (even if she is getting high 80s, you can always move to high 90s).
And I sure as hell hope I never have children.
